摘要
本研究旨在构建应对突发公共卫生事件的智慧城市数据利用框架，并将其纳入国家标准。通过分析具有代表性的政策、指导方针和最佳实践，总结了智慧城市中数据利用的一般和具体要求。在全国专家问卷调查、山东省迭代数据工作者问卷调查和山东省小规模试验问卷调查的基础上，提出了应对突发公共卫生事件的智慧城市数据利用框架。研究识别出4个方面和25个突发公共卫生事件下智慧城市数据利用的关键要素，4个方面即“数据可用”“数据有用”“数据易用”和“数据善用”。该框架是第一个涵盖数据利用关键性问题和核心要素的整体性框架，可作为指导方针和国家标准，用于规划、构建和监控突发公共卫生事件下的智慧城市数据利用。
