风险分析在系统评价和决策时对各种备选方案在技术、经济、社会等方面可能获得的效益和风险程度进行的预测和分析。在一些技术比较复杂、投资费用较大、开发周期较长的大系统中，往往存在着许多不确定的因素。为了分析和评价，可给出这些不确定因素的概率分布。最常用的方法是应用收益的期望值、方差和效用函数进行风险分析。例如某投资项目有A、B、C三个方案,三个方案的收益大小取决于今后若干年内的经济状态。设经济状态好、中、差发生的概率分别是0.3、0.5和0.2（见表）。它们的收益期望值．方差和方差系数可按下列公式计算：式中垪为收益期望值；Ri、Pi分别为在第i个状态下的收益期望值和概率；σ为标准方差；v为方差系数,又称风险系数。据此求得各方案的有关数据：垪A＝1450， σA＝350，vA＝0.2414；垪B＝1280， σB＝223，vB＝0.1742；垪c＝1580， σc＝382，vc＝0.2418。分析计算结果，三个方案中没有一个占绝对优势，没有一个方案既有较大的收益期望值，同时又有较小的方差和风险系数。因此无法确定最优方案，需要进一步分析：根据效用理论权衡收益期望值和风险程度。确定效用函数的方法很多，其中之一是标准对策法（标准博弈法）。首先确定最大收益C的效用值为1,最小收益的效用值为0，按决策者的偏好绘制效用曲线(见图)，根据效用曲线求出与各方案各状态的收益相应的效用值：U（2000）=1,U(800)=0，U(900)=0.2，U(1000)=0.95，U（1200）=0.55，U（1500）=0.74，U（1600）＝0.8，U(1800)＝0.95。这时A、B、C三个方案的效用均值分别为:尃A=0.655，尃B=0.585，尃c=0.740。然后以效用均值评价方案。尃c最大，所以方案C为最优方案，其次为A方案，方案B最差。参考书目M.H.De Groot, Optimal statistical decisions, Mc-Graw-Hill, New York,1970.John J.Clark，T.J.Hindelang and R.E.Pritchard, Capital Budgeting，Prentice Hall, Inc., Englewood Cliffs, New Jersey, 1979.
