风景旅游城市以提供风景游览条件为主要职能的城市。这类城市在其市区或近郊区拥有规模较大、质量优异、富于特色的风景名胜等旅游资源(包括自然风景和人文景观)。风景旅游城市的自然风景往往与城市融为一体。自50年代以来,现代旅游业迅速发展,已经成为国际上重要的经济活动之一。风景旅游城市的服务对象主要是外来的旅游者。城市具有较完善的旅游服务设施，旅游以及与之相关的各种服务性劳务收入在城市经济结构中占较大比重。中国著名的风景旅游城市有杭州、苏州、桂林等；以其他职能为主，兼具旅游职能的城市，有北京、广州、西安、南京等。风景旅游城市的旅游职能必须与其他社会、经济职能协调发展，相互配合。除了发展为旅客服务的交通、住宿、饮食等行业，以及生产土特产品、纪念品等行业以外，风景旅游城市同其他城市一样，可根据资源、技术力量以及在所在地区中的地位等条件，适度地发展工业和从事其他经济活动。但是这些经济活动应不破坏风景旅游资源，且不污染环境。风景旅游城市的规划特点是：①保护自然风景环境和文物古迹，注意保持历史形成的有特色的城市格局和景观。②确定合理的环境容量，制订控制或扩大环境容量和游人数量的措施。③合理规划工业结构，发展有地方特色的产品，包括各类工艺品和纪念品。④城市市政公用设施、服务性设施、园林绿地的数量和标准要考虑流动人口众多的因素。⑤城市对外交通和市内道路交通系统要适应大量旅游者的需求，并有利于组织旅游路线。⑥城市的服务人口比例要适当提高（见城市人口结构）。⑦副食品生产基地的规模要能满足城市居民和旅游者的需要。
