农田水利经济效果评价农田水利经济效果评价evaluation of economic effect for farmland irrigation农田水利经济效果评价(evaluation ofeeonomie effeet for farmland irriga-tion从取得的有用效果和投入的劳动耗费相互间的数量关系，对兴办农田水利工程设施所作的比较、分析和选优。它是农田水利建设前期的一项靛要工作，目的是为选择技术上适用、经济上有利和对社会有益的工程方案提供依据。对已有工程设施的经济效果进行分析评价，对提高规划设计和经营管理水平也有重要作用。内容农田水利是指防治旱、涝、洪、碱、渍等自然灾害，进行灌溉，改善农业生产条件的农田水利工程设施。对农田水利工程设施进行经济效果评价，一般包括宏观经济效果分析和微观经济效果分析。前者是从社会或国家的角度，根据所耗费的人力、物力和可获得的产品数量，按照其价值(理论价值)计算该项工程设施的投资费用和有用效果，分析经济效果，评价井经济合理性。后者是从主管单位(部门、企业或工程管理单位)的角度，按照通行的市场价格和有关财务法规，根据所耗费的人力、物力和可获得的产品数量，计算费用支出和经济收入，分析经济效果，评价其实施的可行性。通常都把宏观经济分析作为评价工程方案的主要依据，以微观经济效果分析(主要是投资偿还能力、盈利水平)作为补充。投资和运行费兴办农田水利工程设施投入的资金和维持工程设施正常运行、发挥应有效能付出的运行费，统称为“总费用”。它是进行农田水利工程经济分析和评价的基本指标。①投入的资金通常简称“投资”。包括:主体工程、附属工程和配套工程等永久性工程设施的投资;施工和其他临时性工程设施的投资;挖压占地、淹没土地、安置移民、迁移经济设施等的赔偿或补助费用;勘测、规划、设计、科研等前期工作费用;其他必需的投资。投资主要是在建设期间投入，一般是一次性的。对工程设施和设备，经过一段时间的运行使用后需要更换或更新的，则需再投资。施工设备和临时建筑物在工程完工以后的残值可以收回。工程投资扣除净残值后称为“工程净投资”或“造价”。中国和有些国家兴办农田水利工程设施时，经常动员企业、集体单位和群众，用不同的方式参与工程设施的修建。对这类工程设施进行经济效果分析时，除计入国家、企业、集体单位和群众直接投入的资金外，还应计入企业、集体单位和群众投入劳动力和物料折算‘的投资。②农田水利工程设施的运行费一般按年计算，称为“年运行费”。
