基础教育课程改革基本策略基础教育课程改革是一项系统工程，需要有一个周期。应当始终贯彻“积极进取、稳妥推进、先立后破、先实验后推广”的工作方针。在国家宏观指导下，实行地方责任制。在改革条件尚不具备的地区，仍应执行现行课程方案。教育部将组织力量修订现行教学大纲、教材，积极推进教学改革，为过渡到新课程体系做好充分准备。教育部设立基础教育课程教材发展中心，作为国家级课程改革的常设组织机构，并组成由课程专家、学科专家、教育专家以及教育实践工作者共同参加的基础教育课程改革专家工作组，为课程改革的国家决策提供研究咨询意见，负责新课程体系的研究和新课程实验的指导。教育部在部分师范大学建立“教育部基础教育课程改革研究中心”，承担国家或地方教育行政部门委托的课程改革任务，开展课程改革的研究和实验，进行课程研究人员及实验教师的培训，提供课程研究信息和咨询服务。各省（自治区、直辖市）都应当建立课程改革实验区，积极开展新课程的实验。实验区将分层推进，滚动发展，发挥示范、培训和指导的作用，确保2000-间在全国范围内建立并运行起新的基础教育课程体系。教育部在《面向21世纪教育振兴行动计划》的“跨世纪素质教育工程”中已经列出专项经费用于支持本指导纲要的实施，各级政府和教育主管部门也应承担起课程改革的领导、组织和协调的职责，比照国家级专项，相应划拨地方基础教育课程改革专项经费，并建立有效的监督机制。为了保证新课程体系的实验与推进，必须根据基础教育课程改革的要求，加强对与课程改革实验有关的中小学校长、教师、教育行政部门有关干部和教育科研人员的培训。师范院校的课程改革必须与基础教育课程改革的进程相互配合和衔接，在培养适应新课程的合格师资方面，任务更加艰巨，必须予以高度重视。已经启动的中小学教师继续教育工程，应按照课程改革的精神，同课程指导纲要的实施有机地结合起来，在培养“一专多能”的跨学科、复合型中小学教师方面投入更多的力量。通过实行教师资格制度和教师职务聘任制，引入竞争机制，实行多劳多得，优劳优酬，并拓宽教师来源渠道，吸收非师范专业优秀毕业生到中小学从教，加快基础教育课程改革。基础教育课程改革是各级教研机构今后的中心工作，要把研究、指导、推进课程改革作为主要职能，参与制定课程改革方案，开发课程资源，开展课程改革实验，加强对学校实施课程的指导，做好相应的调查与评估工作，提供多方面的咨询报告和总结报告。省级教研部门要与国家级基础教育课程教材发展中心和专家工作组保持密切联系，并与师范大学“基础教育课程改革研究中心”建立相应的合作关系。发挥其它高校和教育科研机构在基础教育课程改革中的作用，逐步形成我国课程研究的专业队伍。基础教育课程改革，必须坚持民主参与和科学决策的原则，建立教育部门、教师、学生、家长以及社会各界广泛参与的有效机制。要积极发挥新闻媒体的作用，扩大社会各界讨论的机会，引导公众关心和支持基础教育课程改革。同时，进一步健全家长委员会和社区共同参与学校课程改革的机制。基础教育课程改革，还应当积极参考和借鉴近年来世界各国改革基础教育课程的有益经验，加强基础教育课程改革领域的国际学术交流活动。继续实施基础教育优秀教学成果奖励制度，对于贯彻本指导纲要的课程改革杰出成果，以及其他符合素质教育要求的优秀教学成果，国家和地方政府将定期组织奖励并加以推广。
