工资取决于对劳动的需求和供给在%26#8220;工资%26#8221;这一标题下所要考察的，第一，是一般地决定或影响劳动工资的原因，第二，是工资在各种职业间的差异。对这两类问题，分别考察比较方便。在下面讨论工资法则的时候，为方便起见，暂且假定世上没有别的劳动，而只有辛苦程度和不愉快程度相同的、普通的不熟练劳动。 工资，与其他事物一样，可用竞争或习惯来调节。在英国，如果雇主充分利用竞争，劳动的报酬就会比现在低。几乎没有一种劳动不是这样的。不过，在现在的社会情况下，必须认为竞争是工资的主要调节者，习惯和个人的性格只起修正的作用，而且这种作用也比较小。 因此，工资主要是由对劳动的需求和供给决定的，正象人们常说的，是由人口与资本的比例决定的。这里所谓人口，只是指劳动阶级的人数，或者更确切地说，是指受雇而参加工作的人数；这里所谓资本，只是指流动资本，而且，不是指其总额，只是指其直接用于购买劳动的部分。但是，这里必须加上虽不构成资本却是用以交换劳动的全部基金，例如土兵、家庭佣人和所有其他非生产工人的工资。不幸的是，没有一个惯用的术语来表达所谓一国的工资基金总额；又因为这种工资基金的总额，绝大部分都是生产劳动的工资，所以，通常就忽视其较小、较不重要的部分，而说工资是由人口和资本决定的。虽然采用这样的表达方式比较方便，但是必须记住，它只表达出全部情况的一个大概，而没有表达出它的全部内容。 在这一术语的限制下，凡是工资，不仅由资本和人口的相对量决定，而且在竞争的支配下，决不受其他任何因素的影响。工资（当然是指一般的工资率），如果用于雇用工人的基金总额不增加，或竞相受雇的人数不减少，是不可能上升的；反之，如果用于支付劳动报酬的基金总额不减少，或领取报酬的工人人数不增加，是不可能下降的
