国民经济核算方法国民经济核算方法【国民经济核算方法】以一定的经济理论为指导，以整个国民经济或社会再生产为对象，综合应用统计、会计和数学等方法，对一个国家或地区在一定时期内的经济活动尽其结果进行全面系统的计算和测定的方法。这种最高层次的宏观经济核算，其方法就不能局限在微观或个别业务核算时所采取的统计方法、会计方法或数学方法，而是一个将各方面的核算资料纳人统一的体系，按照标准化、系列化、通用化的要求，利用各种计算工具加工整理，形成完整统一的核算体系。目前，国际上国民经济核算方法有两大体系，一是大多数国家使用的“国民账户体系”，简称SNA;二是前苏联等社会主义国家实行的“物质产品平衡表体系”，简称M巧。M玲是适应高度集中的计划经济管理需要而产生的。1984年由联合国发表了《编制国民经济统计平衡表的基本方法原则》，简称新MPS，它以物质产品的生产、分配、交换和使用为主线，侧重反映再生产过程的主要方面，由30个平衡表组成。sNA源于凯恩斯提出新国民收人理论和政府干预经济的主张。目前使用的则是经多次修订、联合国于1993年公布的新SNA。新体系从宏观经济的基本总量平衡关系出发，用会计学的复式记账法将国民经济循环中的每笔交易分别在对应账户中记录，使借贷双方保持平衡，并把分散而错综复杂的数据有机地综合到统一的账户体系中。其账户体系除了一套标准账户之外，还设计了一套辅助表和补充表。在核算方法上，M玲比较简便直观，但平衡表之间缺乏有机联系，且将非物质生产性服务排除在外，内容不完整、结构不够严密;而SNA用复式记账法，运用账户、矩阵等形式，将再生产不同阶段、不同侧面的经济流量及期初期末存量联系起来，逻辑严密、结构严谨，但M玲中有重要作用的劳动力平衡表、财政信贷资金平衡表、生产资料和消费资料供求平衡表，sNA也不具备。SNA和M玲都是实践经验的总结和科学研究的成果，各有长处和不足，事实上它们在发展过程中彼此借鉴、相互补充，有某种一体化趋势。中国从1992年起试行的国民经济核算方法就是博采众长、兼容并蓄，将两种体系的优点结合而设计出来的，它采用了SNA中国际通用的核算原则和核算方法，同时保留了原M玲的核算口径和内容，还在有关核算表中采取板块式结构，可方便地进行不同体系的数据转换，既便于进行本国的历史对比，又能进行国际比较。
