人才人才talent德才兼备，并有某种特长的人。他们的创造性劳动，为人们认识自然改造自然、认识社会改造社会以及人类进步作出了并正在作出较大贡献。特点人才是多种多样的，但具有以下共同特点：①杰出性。这是人才最本质的特征，指的是人的杰出表现，或在再现型劳动中作出的超量贡献，或在创造型劳动中作出成绩。②相对性。指人才总是在相对于一定的历史时代和劳动领域而言的。③广泛性。指人才是多类型、多层次的，不限于少数天才。④社会性。指人才具有社会属性。在阶级社会中具有阶级性，每个阶级都有自己阶级的人才。⑤动态性。指人才不是天生的，而是通过实践不断提高、成长、从非人才向人才转化而成的，人才素质是不断发展变化的，不是静止不变的。人才开发指把人的智慧、知识能力、主动性、积极性和创造性当作一种资源加以发挥、培养，以求进一步发展和利用的一系列活动。人才资源开发的主体包括国家、地区、部门、单位、学校、家庭以及领导者、人事工作者、教育工作者。人才资源开发的对象或客体有：现有人才中未充分发挥的潜力；大批高中毕业生和自学青年；儿童、妇女、老人未被开发的智力潜力。这些潜力未被开发的主要原因是教育的落后和使用的不当。人才资源开发的手段主要有：①培养性开发。具体方法有优生优育、早期教育、开发儿童智力潜力、改善办学条件、提高教育质量、重视自学成才、重视在职培训(包括岗位培训、继续教育和学历教育)、重视终身教育、开发老年人智力等。②使用性开发。具体方法有：用人要扬长避短，同时改善工作条件，使人才与岗位、劳动资料达到最佳配置；不拘一格选拔人才，大胆起用中、青年人才(包括自学人才)；开发人才市场，促进人才合理流动，克服人才浪费等。人才链在特定环境和条件下连续出现人才的因果联系。有两种：①师徒型人才链。这种人才链是指同一类型人才能在师生之间连续出现。②血缘型人才链。这种人才链指同一类型人才在有血缘关系的两代人或几代之间连续出现。这种人才链不仅缘于一定的遗传基因，更主要的原因是家庭环境与家庭教育。良好的家庭教育可使人才得到高水平的早期教育，学到广泛的知识或技能，并掌握解决问题的治学方法。揭示人才链的特性和规律，可积累更多培养人才的经验。人才交流中心为加强人才流动而建立的一种机构。主要任务是协助组织、人事部门贯彻人才流动政策、协调人才流动。它既可以接受用人单位对人才需求的委托，代单位招聘人才；又可接受各级各类科技人才的流动申请；还可以向社会有关部门及时提供人才信息。因此，人才交流中心是人才合理流动的媒介，同时又是储蓄人才的人才信息库。20世纪80年代以后，中国各级各类人才交流中心的成立，是人才管理工作从单纯的对人的管理向为人才的合理流动提供咨询服务转变的一个重要标志。
