地区经济综合发展指一个地区的经济按比例协调的发展。其内容是在地区经济专业化的基础上，区内各生产部门以合理的比例关系相结合，彼此在再生产的过程中建立密切的经济联系，使当地的自然资源和劳动力资源得到有效的利用，全区经济协调发展，并获得结构经济效益。地区经济综合发展的内容因地而异,一般包括3类生产部门的综合发展：一是地区专业化部门，它是在当地有利的自然条件和经济条件基础上建立起来的，既是全国同类部门的商品生产基地，又是该地区经济发展的主体；二是为专业化部门服务的生产部门，其生产内容因专业化部门的不同而异；三是为当地消费服务的，具有自给性的生产部门。正确处理这 3类生产部门的比例和相互关系，是研究地区经济综合发展的主要内容。确定地区专业化部门产品的最优商品率和自给性生产部门满足当地消费的合理限度，要受整个国民经济发展的水平、交通运输的状况、本区的资源条件和当地消费的特点所制约。确定这类问题时，既要防止孤立地发展地区专业化部门，破坏地区经济综合平衡，使区内的经济协作得不到合理发展，形成大量的原料、半成品、成品在区域之间长途调运，导致社会劳动和运输能力的浪费；又要防止不适当地强调地区经济的完整性，形成不顾各地的特点、不讲分工协作的自给自足经济，重复建设，使地区经济优势难以发挥。这 3类部门在地区经济结构中的地位是相对稳定的，但随着地区经济条件的改变，彼此的地位可以相互转化。例如，以钢铁工业为专业化部门的地区，最初建立的机械修造厂是为钢铁工业服务的部门，随着机械制造业的发展，当机械产品成为地区对外输出的主要商品时，钢铁工业转变成为机械工业提供原料的服务性生产部门，而机械制造业上升为地区专业化生产部门。有些自给性的生产部门随着生产规模的扩大，外地市场需要量的增加，也可以转化为专业化生产部门。地区经济综合发展的内容除上述3类生产部门外,还应包括为全区经济发展和居民生活服务的交通运输业、商业、服务业、科学技术、文化教育卫生、环境保护等部门。
