城市新区开发的主要原则城市新区包括经济技术开发区的选址，应当尽量依托现有市区，充分考虑利用城市现有设施的可能性。要从实际出发，量力而行，确定适当的开发规模和开发程序，预先搞好规划，进行充分的技术经济论证，有计划、分期分批地实施，提高开发的综合效益。为了严格控制大城市规模，防止大城市市区人口规模的过度膨胀，要有计划、有重点地开发建设卫星城镇。新建大、中型工业项目一般不应安排在市区，应当尽量安排在卫星城镇。要适当提高卫星城镇的建设标准和设施水平，采取优惠政策，提高吸引力，促使市区的工业和人口向外疏散。卫星城镇和市区应当有方便的交通和通讯联系。国家和地方安排大、中型工业项目，应当尽量依托现有中、小城市进行建设，由城市人民政府统一组织制定城市规划，协调发展目标，统一建设部置，兼顾生产和生活的要求，使城市建设和工业生产的发展相适应；需要独立开发建设的新工矿区，应当按照逐步形成工矿城镇的要求，统一制定城市规划，工矿城镇的建设和发展，应当注意工业项目和产业结构的合理配置，开辟多种就业门路，力求男女人口平衡，逐步形成比较完善的经济结构和社会结构。城市新区开发应当在统一规划的指导下，按照合理的程序和社会化要求，尽量由城市建设主管部门统一组织基础设施和公共设施的建设。建设项目需要配套的外部市政、公共设施，应当尽量纳入城市统一的系统，不要自成体系、各行其是，以免重复建设、相互干扰，影响城市功能的协调，造成浪费。
