集中管理模式集中管理模式【集中管理模式】L集中管理模式的基本概念及做法集中管理模式，又可称为“资金汇集管理模式”，指不考虑各项负债的性质与构成，统统把它们集中起来，按照银行的需要进行分配。负债资产各项存款—〕_「一第一‘准备金发行债券一一}1资1}一第淮备金同行拆借—}一}金}_卜一各种救款中央银行借款一}}集}}一中长期证券投资自有资金一—一}图}一固定资产其它一一一—“‘一一其它 集中管理模式模型我们知道，银行用于各种资产的资金有着不同来源，包括活期存款、定期存款、发行债券、同业拆借和自有资金等。资金汇集法认为所有这些来源不同的奖金都应该汇集在一起，然后再将这些汇集在一起的资金在各种资产(贷款、政府有价证券和现金等)之间进行适当的分配。只要这种分配能够满足银行的经营目标，即满足流动性和盈利性两方面的需要，某一特定资产的资金来源是什么，在集中管理模式看来是无关紧要的，集中管理模式的这种基本概念可以用上表来表示。(l)集中各项负债不管是短期性负债，还是长期性负债;是低成本负债，还是高成本负债;是流动性负债，还是稳定性负债;是可控性负债，还是非可控性负债，都把它们汇集起来，形成一个“资金供给中心”，随时安排到相应的资产上去。这一过程体现在信贷资金来源计划的编制与执行之中。(2)确定分配顺序值得提出的是，资金集中起来后，并非随机地分配到资产上去，而是银行先确定它所需要的流动性和盈利性，然后再把资金分配到最能满足这些要求的资产上去。资金在各种资产之间的分配是按照一定的优先顺序进行的。当银行获得了一笔资金以后，首先要满足第一准备资产的需要，其次是第二准备资产的需要，在满足了这两种准备资产的需要以后才能考虑发放贷款和购买其它有价证券。这种资金分配顺序，优先保证了资金流动性，在此基础上解决了资产管理中流动性和盈利性的矛盾。具体的分配顺序是:第一，第一级准备金，这是分配的第一优先。这类资产可称为职能资产，第一级准备金是一种功能分类，它并不直接出现在银行的资产负债表上，但是，它却是银行资产管理中的一个重要概念。它指的是那些能够马上用来满足存款提取和贷款发放要求的资产，它是银行资金流动性的首要来源，一般情况下，第一级准备金由资产负债表上的“库存现金”、“在中央银行存款”和“在其它银行存款”等资产项目所组成，即相当于前面所说的现金资产。
