资金管理社会主义国家对国营企业资金来源和资金使用进行计划、控制、监督、考核等项工作的总称。财务管理的重要组成部分。资金管理包括固定资金管理、流动资金管理和专项资金管理。管理的主要内容是：投资决策与计划，建立资金使用和分管的责任制，检查和监督资金的使用情况，考核资金的利用效果。管理的主要目的是：组织资金供应，保证生产经营活动不间断地进行；不断提高资金利用效率，节约资金；提出合理使用资金的建议和措施，促进生产、技术、经营管理水平的提高。中华人民共和国建立以来，对国营企业资金管理的方针、原则、方式和方法进行了不断的改进。建国初期，国民经济处在恢复阶段，企业数量少、规模小，国家对企业的资金实行供给制，即企业生产经营所需的设备和材料以及工资和费用的开支，全部由国家拨给；企业生产的产品，则全部交给国家。资金管理主要是编制收支预算，企业不算成本，不计盈亏，仅核算物资、设备收发结存和费用开支的数额。为了进行社会主义经济建设，1952年在全国进行了"清理资产,核定资金"工作,对企业的全部财产物资进行全面的清查盘点，作价入帐。在此基础上，国家按照企业生产任务确定固定资金和流动资金的需要量，核定计划定额并拨给自有资金，要求企业独立经营，核算盈亏，开始实行经济核算制。从这一次清产核资直至1978年，企业的资金管理工作虽有许多发展和变化，但就国营企业的资金供应来看，基本上仍实行供给制。例如，固定资金的来源（基本建设投资）全部由国家财政拨款，企业无偿占用；补充固定资产损耗的折旧基金，在1967年以前全部上交国家，此后有小部分留归企业作为更新改造基金。工业企业的流动资金根据核定的计划定额，全部由国家财政拨款，企业无偿占用；1958年改为财政拨款70％，其余30％由银行贷款，实行有偿占用；1959年对定额流动资金改为全部由银行贷款供应；1961年又恢复为全部由财政拨款供应。1979年以来，随着国家经济体制的改革，企业的资金管理方针有了重大改变，开始实行资金有偿使用的办法。主要是：基本建设投资由国家财政拨款改为建设银行贷款；固定资产的基本折旧基金只上交国家财政30％，其余留归企业作为更新改造基金，并准许一部分企业留用全部固定资产折旧基金；定额流动资金的来源由国家财政拨款改由银行贷款；专项资金的来源主要由企业税后留利解决。在国营企业实行"利改税"以前，企业对国家财政拨给的固定资金和流动资金要缴纳资金占用费，即按国家投入企业的资金总额和计征比率计算应交的占用费，由企业实现的利润支付。实行资金有偿使用的办法，对于提高资金利用效果，促进企业自主经营、自负盈亏，贯彻经济核算制起了重大作用。资金管理的原则主要是：划清固定资金、流动资金、专项资金的使用界限，一般不能相互流用；实行计划管理，对各项资金的使用，既要适应国家计划任务的要求，又要按照企业的经营决策有效地利用资金；统一集中与分口、分级管理相结合，建立使用资金的责任制，促使企业内部各单位合理、节约地使用资金；专业管理与群众管理相结合，财务会计部门与使用资金的有关部门分工协作，共同管好用好资金。
