黄河大堤黄河干流在上游甘肃省和宁夏、内蒙古自治区河段均设有堤防。下游在河南省孟津县以下,右岸大堤有两段共长604.8km,即河南省郑州市邙山脚下至山东省梁山县徐庄长348.2km;济南市宋庄至垦利县二十一户长256.6km。平阴和长清县为山岭无堤防。左岸大堤有三段共长718.8km,即河南省孟县中曹坡至封丘县鹅弯长171.1km;河南省长垣县大车集到台前县张庄长194.5km;山东阳谷县陶城埠至利津四段长 353.2km。以上两岸临黄河干堤共1323.6km,孟津县还有7.6km的堤防。为防止倒灌天然文岩渠,还修守贯孟堤9.3km和太行堤33km。河口地区还修有堤防124.4km。以上堤防统称黄河大堤,共长1497.9km。大堤是黄河防洪工程系统的主要组成部分。黄河大堤历史悠久,远在春秋时期(公元前685年以前)就有堤防,战国以后即把堤防作为抗御洪水的主要工具。历史上黄河多次决口改道,每次大改道,都沿着新的河道修筑堤防。黄河下游现行河道,在河南兰考东坝头以上两岸大堤,为明清时代的老堤,约有500年的历史。东坝头以下至山东省垦利河口两岸大堤,是清咸丰五年(1855)铜瓦厢改道后,在民埝的基础上逐渐形成的,已有130余年的历史。一般河滩高于背河地面3~5m左右。黄河大堤,以防郑州花园口站22000m3/s(相当于60年一遇)洪水为设计标准。在山东省东阿县陶城埠以下大堤,按防11000m3/s洪水设计。大堤超出设计洪水的高度(超高),是根据各河段的河宽及风速计算出风浪高度,再加安全超高1m。河南郑州至山东省东明县高村,两岸堤顶超高为3m;高村以下到艾山为2.5m;艾山以下为2.1m。堤防断面按稳定分析与经验相结合拟定。堤顶宽度,除满足稳定要求外,并考虑防汛备料和交通运输,在山东省艾山以上,堤顶宽为9~12m,临背河边坡均为1:3;艾山以下堤顶宽为7~11m,临河边坡为1:2.5,背河为1:3。经理论计算和实践经验,浸润线一般按1:8计。如满足不了渗透稳定要求,加修后戗,戗顶高出渗流出逸点以上0.5~1.0m,顶宽2~4m,边坡1:5。黄河大堤加固主要措施是:①对堤身隐患,采取锥探、灌浆的办法。②加固防渗设施按临河防渗背河导渗的原则处理。临河一般用抽槽换土、修粘土斜墙;背河用沙石反滤、减压井等。③巩固堤身。利用黄河含沙量多的特点,采取自流或提水放淤和用吸泥船放淤。自20世纪70年代以来,在平时不靠水的堤段,淤宽 30~50m,经常靠水的险工堤段,淤宽50~100m。到1988年已放淤固堤长约600km,对巩固堤防起到显著作用。(见堤坝隐患探测、堤防隐患处理)黄河下游大堤,在1949年以前,堤身残破,防御能力很低,时常决口为患。1950年以来,经过了三次大规模的加高加固,筑堤已部分由人力施工发展为机械化施工,并规定堤身土料干容重须达到1.5t/m3。1950~1985年共计完成土方约7.7亿m3,整修加固险工堤段的石坝及石护岸(见彩图)5216道,工程长度 309km,用石逾1400万m3,并大力消灭堤身隐患,捕捉害堤动物,堤旁种树,堤身植草,消杀风浪,加强防守。现已安渡40年伏秋大汛。
