城西湖城西湖位于淮河右岸，霍邱县城西侧，故名。又因处于沣河尾闾，所以亦称沣湖。相传历史上曾为一片平原，黄河夺淮后，沣河下游河口段淤积，泄水不畅，"湖之水无以达于沣，沣之水无以达于淮，城西湖遂汇为巨队进行围垦开发。垦区在２浸。"因而逐渐形成湖泊，当前是淮河中游最大的湖泊洼地，三面丘岗环绕，北滨淮河。地势平坦，西起上格堤，东抵陈湖咀，南至河口集，河口集以上的沣河，是入湖的主要河道。总来水面积１８１６平方公里，湖区原有四处入淮口，即王截流、龙窝口、万民闸、任家沟，至１９５０年，仅存万民闸一处，其余均已堵塞，湖底高程１８．０米。 １９５１年实施的治淮工程中，城西湖列为淮河中游四处蓄洪区之一。在兴建润河集枢纽工程时，在枢纽上游右侧建进湖闸兼退洪水一座；拆除老万民闸，重建城西湖低水水位２１．０米高程以下退水闸一座。１９５８年兴建临淮岗水库，拆除了润河集枢纽，城西湖失去进洪控制建筑物，须临时扒口进洪，迄至１９７２年在王截流建成进洪闸一座。退低水的新万民闸，也在１９５８年拆除，迄至１９６５年利用临淮岗深孔闸，改建为城西湖排涝闸。 城西湖是淮河中游最大的湖泊蓄洪区，控制性能好，蓄洪效果显著，是目前中游河道防洪安全的主要蓄洪区。当蓄水位为２１．０米时，湖泊面积３１４平方公里，容积５．６亿立方米；当蓄洪水位达到２６．５米时，湖泊面积５２７平方公里，总蓄水量２９．５亿立方米。 １９６６年春，中国人民解放军南京军区鉴于城西湖蓄洪机遇不多，征得中共安徽省委同意后，决定垦殖城西湖，派部队进行围垦开发。垦区在２０．５米高程以下，共有２８６平方公里，计３２．２万亩耕地，其中１９．０米高程以下的洼地１３．２万亩为军垦区，１９．０米高程以上的１９．０万亩为民圩。后来地方上要求退垦还湖，经国务院于１９８７年７月批准，放水还湖。部队已全部撤出，垦区业已还湖。 湖水呈淡黄绿色，透明度０．１～０．３５米，ｐｈ值为８．２，矿化度２４２毫克每升，属重碳酸盐类钙组ⅰ型水。临淮岗水库停建后，已利用其船闸改建作为通往霍邱、沟通淮河的枢纽。城西湖具有蓄洪、灌溉、水产和航运的作用。
