铁路企业岗位技能工资铁路企业岗位技能工资铁路企业岗位技能工资根据国家提出的改革方向，中国自1993年起铁路企业推行岗位技能工资。岗位技能工资是以劳动者的劳动责任、劳动技能、劳动强度、劳动条件等基本劳动要素评价为基础，以岗位技能工资为主要内容，根据职工的劳动质量和数量确定劳动报酬的企业基本工资制度。这种工资制度比原等级工资制能更全面、更科学地体现按劳分配。岗位技能工资制的工资标准，是根据劳动差别对劳动者规定的静态工资形式，只是预付的工资标准。职工实得劳动报酬取决于劳动成果，在动态的企业工资分配活动中实现。铁路全业岗位技能工资制度由岗位工资、技能一「资、工龄工资、特种工资、效益工资五个单元构成。岗位工资、技能工资是职工的基本工资。工龄工资、特种工资、效益工资是职工的辅助工资。五个工资单元各有内涵、各具功能，是有机联系的整体。①岗位工资。是根据职工所在岗位、所任职务的劳动责任轻重、劳动强度大小和劳动条件好差并兼顾劳动技能高低而确定的工资。根据铁路企业类型、规模、管理层次、各类劳动岗位的具体情况，岗位工资标准共设26档，最高标准为最低标准的5 .83倍，并对管理人员、专业技术人员、运输生产人员、上人规定了不同的适用区间。职工岗位工资标准，是根据岗位劳动评价排序归级所对应的岗位工资标准的档次去确定。岗位工资实行动态管理，随岗位的变化而变化，易岗易薪。②技能工资。是根据不同岗位对劳动技能的要求和职工所具备的劳动技能水平而确定的工资。技能工资标准的设置为多档次、小档差，以利于企业灵活运用和管理。技能工资标准分别规定了管理人员、专业技术人员、工人技师(包括工人高级技师)、运输生产人员、机车乘务员、技术工人、其他工人的不同的适用区间。技能工资的确定实行先套后考，即先将职工等级工资按规定套入技能工资标准，然后再进行考试、考核，合格的确定其技能工资。③工龄工资。是对职工积累劳动贡献和体现新老职工工资关系的补充性报酬。④特种工资是对特殊地区、特定岗位工作和做出特殊贡献的职工设置的补偿性报酬。⑤效益工资。是企业根据经济效益好差白主决定内部分配形式而浮动计发的报酬。在国家对以基本工资作为计发职工有关待遇的办法未改变前，根据铁路的特点.规定基本工资由铁道部集中管理，辅助工资由企业自主管理。通过岗位技能工资制的试行，发挥了工资的经济杠杆作用。工资分配与劳效、贡献、效益紧密挂钩，责任重、技术高、艰苦岗位的职工通过改革较多地增加了收入，拉开了分配的档次，调动了职工的积极性，形成了合理的劳动力流向，克服了职工工资等级与技术等级脱节。促进了职工学习钻研技术、业务，使企业在工资分配上的自主权进一步得到了落实。促进了企业经营机制的转换，推动了企业的生产经营和各项工作。
